The Bells of the Oboe pipes.
You may ask..why are these pipes tied up? I didn't know that either until I took one out to repair it..and was not too careful and it "wilted" on me...the pipe actually bent at about a 50 degree angle! I carefully put it back to shape, but the pipes are tied up to the railing to prevent them from "wilting" as they are made of a very soft metal. (Lead I'm guessing).
